The Clinical Informaticist will apply the science of informatics to
enable excellence in patient care services, to educate learners,
and to advance the methods of applied informatics. The Clinical
Informaticist will provide leadership in all aspects of the life
cycle of Clinical Information systems. In particular, the Clinical
Informaticist will serve as a liaison between clinicians and IT
professionals to facilitate a common understanding of clinical
standards and process improvement activities across
multidisciplinary teams throughout the lifecycle of clinical
systems implementations and maintenance activities. The Clinical
Informaticist acts as supporter and change agent for the Health
Care District of Palm Beach County leaders and clinicians to ensure
maximum benefit of the Electronic Health Record (EHR), compliance
with federal and state regulations, supports the inter-professional
team in all facets of data and information management, especially
the technical, cultural, and process change requirements for
effective socio-technical systems in a Culture of Safety. The focus
of the role is to facilitate clinicians and Health Care District of
Palm Beach County leaders towards adoption of the EHR by acting as
a liaison between operations, the clinical setting workflows, and
information technology.
Specific Duties and Responsibilities
Essential Functions:
Responsible for planning, coordinating, and monitoring the
analysis, design, implementation, evaluation, and maintenance of
assigned health informatics applications and projects.
Advanced knowledge and skills required for this role include
clinical relevancy and in-depth knowledge and expertise in
healthcare informatics, evidence-based practice, consultation, and
leadership. These competencies are essential to advance the
practice, professional development, and support of care management
activities across the care continuum.
Primary responsibility for data validation to improve clinical
quality and operational outcomes for the Health Care District of
Palm Beach County.
Ability to communicate concretely with all key stakeholders when
data does not appear accurate.
Lead in developing and overseeing project plans and technical and
analytical infrastructure necessary to maximize the use of
electronic health record technology and effectively utilize data to
improve patient health outcomes and obtain available marketplace
incentives.
Primary responsibility for determining the needs and requirements
for clinical applications in primary care healthcare settings.
Crucial role in optimal use and aggregate data visualization,
Uniform Data System (UDS) reporting, and analysis.
Coordinate product procurement, installation, project management,
and user training for Health Care District employees to ensure
effective initial implementation and sophisticated ongoing use of
all available features.
Develop and manage project plans to procure and implement
electronic messaging and other electronic patient communication
tools to augment EHR use.
Ensure members achieve and maintain patient-centered medical home
and meaningful use status.
Coordinate network-wide ongoing training programs to ensure all
employees are proficient in the use of advanced functionality and
newly released features.
Develop and coordinate customized, ongoing training programs for
clinical staff to address identified training needs and gaps in
product utilization at the clinic level.
Work closely with the Clinical Quality Improvement Team to design
and implement quality improvement programs fueled and fostered by
aggregated data.
Maintain close coordination with and serve as staff support for
Finance, Clinical, and IT departments, assisting in preparation of
monthly and annual UDS reports, attending meetings, and
coordinating all follow-up items and activities.
Maintain up-to-date knowledge of trends and advances in Nursing and
Healthcare Informatics, as well as new developments in hardware and
software technology.
Stay informed on HIPAA, Joint Commission standards, HRSA
requirements, management, healthcare issues and trends, and the
legal implications of EHR.
Assist in writing project specifications from customers for both
internal and client healthcare policies.
Manage workflow process changes specific to coding and healthcare
policies due to system changes.
Maintain responsibility for the full systems development lifecycle,
including project planning, requirements analysis, system design
and development, system testing, user training, system
implementation, operations, and maintenance.
Emergency duty may be required, including working in special needs
or Red Cross shelters or performing other emergency duties related
to man-made or natural disasters.
Position Qualifications
Education:
Bachelor's Degree in Nursing, Business, or a Computer-related field
required.
Nursing degree preferred.
Experience:
Five (5) years of experience in multiple clinical settings.
History of collaborative working relationships with multiple
hospital disciplines managing IT-related clinical projects.
Strong understanding of clinical workflows required.
Experience with commercial EHR preferred.
Additional experience may substitute for the education requirements
listed.
Certification:
Epic certification or accreditation preferred.
Health information certification preferred.
Licensure:
Health information certification preferred.
